Following many months of investigations into the circumstances surrounding the police investigation of the murders of criminals Tzahi Ben-Or and Pinchas Buhbout, the Zeiler Commission delivered on Sunday a scathing condemnation of police management and procedures.<\/p>\nCommission Chair Kfardi Zeiler recommended that “Police Insp.-Gen. Moshe Karadi’s appointment should be immediately cancelled in order to establish a clear precedent that anybody who acts as Karadi did cannot continue serving in the position of chief of police.”<\/p>\n
However, two other members of the commission disagreed, and suggested that Karadi’s tenure not be extended following the completion of his current term, which will come to an end this summer.<\/p>\n
“Given Karadi’s unquestionable past, and in light of the years that have transpired since the year in question, we can be satisfied with simply not extending Karadi’s tenure,” the report read.<\/p>\n
Ultimately, the decision will lie with Internal Security Minister Avi Dichter, who will announce his decision at a 7:30 p.m. press conference.<\/p>\n
The committee also recommended that Jerusalem District Commander Ilan Franco not be nominated or receive the position of chief of police, effectively ending his illustrious 25-year career.<\/p>\n
Further, the report recommended that Deputy Commander Avi Navon be removed from his position.<\/p>\n
The report also leveled career-ending criticism on the two main focuses of the investigation, Asst.-Cmdr. Yoram Levy and Chief Superintendent Ruby Gilboa, recommending that their police service immediately be terminated, and that the police should consider lowering them in rank.<\/p>\n
Finally, the report recommended that Deputy Commander Aharon Vargarov be lowered in rank, and that the police should consider “launching appropriate proceedings against him” due to his decision to close the case file into the murder of Pinchas Buhbout. The report cites the committee as having “the sense that he had lied to the district attorney’s office.”<\/p>\n
All of the personal recommendations in the report were against police officers, and none of them were against members of the Police Investigative District or the District Attorney’s office.<\/p>\n
The growing assumption is that the harsh language of the report will force Dichter into action against those involved in the scandal.<\/p>\n
According to procedure, the report’s conclusions are to be discussed by the Knesset Interior Committee. Chairman of the committee, Ophir Paz-Pines, announced that such discussions will begin on Tuesday, and that both Dichter and Attorney-General Menahem Mazuz will participate in the meeting.<\/strong><\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"
